To combat the city's housing shortage, the Seattle City Council unanimously approved zoning changes Tuesday to allow increased housing density near light rail stations. The legislation, known as the "Transit Oriented Development" (TOD) plan, seeks to encourage construction of more apartments, townhouses, and other multi-family housing options within a half-mile radius of existing and planned light rail stops.
